Chief, EOD Center, Estonian Rescue Board
Arno Pugonen, Chief, Estonian EOD Center (subordinate to the Estonian Rescue Board under the Estonian Ministry of Interior). Born in 1972, and completed a Master’s of Law degree in 2005. Currently also performing duties as an EOD/IEDD instructor. Worked in the field of explosive ordnance disposal since 1995 starting from the Estonian special EOD/IEDD Unit in Tallinn, and, after holding various positions in the Northern Estonian Bomb Squad and EOD Center, was promoted to EOD Center Chief in 2006. The EOD Center encompasses management of five services: Rendering safe explosive ordnance and IEDs, responding to bomb threats, responding to and rendering safe CBRN hazards, responding to and rendering safe underwater explosive ordnance and, with the assistance of Explosive Detection Dogs, detecting explosives. The primary tasks are: disposal of explosive ordnance and improvised explosive devices; response to suspicious articles and bomb threats; technical support to law enforcement; post-blast investigations; response to CBRN incidences; and raising public and official awareness through training.
